Sri Lankan nationals are requested to obtain necessary authentication for the certificates of  birth, marriage and  education  from the Consular Division of the Ministry of Foreign Affairs of No:14, 3rd floor, Sir Baron Jayatilake Mawatha, Colombo 10.           Issuance of a new passport (Normal Passport)

Eligibility: Sri Lankan nationals living in Singapore or Brunei Darussalam.

Application forms can be obtained   from the Consular Division of this Mission.

Please read the instructions  carefully before completing the form:


Documents required:

1.  Current Passport
2.  Original Birth Certificate ( translations are not accepted)
3.  If the applicant was born outside of Sri Lanka, the Citizenship Certificate
4.  If the applicant is a citizen by registration, the Citizenship Certificate.
5.  National Identity Card issued by the Commissioner for Registration of Persons
6.  Singapore Identity Card /Employment Pass /Dependent Pass /Work Permit/Student Pass
7.  Four passport size (4.5c.m.x 3.5c.m.) colour photographs in mat format

Originals of the above documents, together with 2 sets of photocopies, should be submitted with the application (originals will be returned after due verification).

Sri Lankan Nationals living in Brunei should have their documents attested by the Honorary Consul for Sri Lanka in Brunei.

Applications should be handed over in person by the applicant.
 

          Passports for Children

Following documents should be submitted, in addition to the above listed documents;

1.  Letter of consent signed by the father for the inclusion of the child in the mother's passport or vice versa if it is to be included in the father's passport.
2.  Death Certificate in case of either parent's death, Divorce Certificate/Court decision together with the order of Custodianship of the child, if parents are divorced
3.  Photocopies of parents passports, bio pages and children's pages
(Children under 16 years can have their name's endorsed in one of the parent’s passports.)
 

          Travel Documents for new born children

Eligibility:

1.  Children   born in Singapore or Brunei Darussalam to Sri Lankan parents.
2. 
Birth should be registered in this Mission (please see under Registration of Birth for more details)

Inclusion of a child in parent’s passport

1.  Two Colour photographs
2.  No objection letter signed by the father for the inclusion of the child in the mother's passport or vice versa, if it is to be included in the father's passport.
3.  Birth Registration payment receipt of child

(If parents wish to apply for a separate passport for the new born child, they should submit an application with the relevant documents)


Issuance of a New Passport in lieu of lost passport

Requirements:

1.  A Police report
2.  A Special Pass from the Singapore Immigration & Checkpoints Authority
3.  A copy of the previous passport
4.  Original Birth Certificate (translations are not accepted)
5.  National Identity Card issued by the Commissioner for Registration of Persons
6.  Fine imposed and should be paid in addition to applicable fees.  Please see Consular Fees

Note: For applicants not holding a valid visa will be issued  a Non Machine Readable Passport (NMRP), which will be valid only to return to Sri Lanka. 

Every applicant
, including children, requesting a NMRP should be present for an interview with all relevant documents at the Consular Division of the High Commission.


Renewal of Passport

Passports are valid for
5 years from the date of issuance can be renewed for a further period of 5 years.  Total period of validity cannot exceed 10 years from the date of issuance.  

          Requirements:

          1.  Duly completed for "O' (IM 37)
          2.  Current Passport
          3.  Permanent Resident IC/Employment Pass/Work Permit/Student Pass/Dependent Pass  


 
Amendments, Inclusion and Deletion of  endorsements of Passport

 
Requirements:

 1.  Duly completed for "O' (IM 37)
 2.  Current Passport
 3.  Permanent Resident IC/Employment Pass/Work Permit/Student Pass/Dependent Pass
 4.  Relevant authentic documents

 


Registration of Births:

Eligibility:

  • Father or the mother of the child should be a citizen of Sri Lanka at the time of the birth of the child.
  • The birth place should be either Singapore or Brunei.

Requirements:

Application forms can be obtained from this Mission or forms can be downloaded from www.immigration.gov.lk

I. Application for registration should be made to this High Commission within 3 months of the birth. The following documents should be forwarded in duplicate

  1. An Application  for registration of births
  2. An Application for registration of citizenship 
  3. Declaration of the citizenship of the applicant
  4. Original Birth certificate of the child issued by the Competent Authority in Singapore or in Brunei.
  5. Passports of parents, including the bio page and visa page at the time of child was born
  6. Original Birth Certificates of parents. Translations are not accepted as original
  7. Original Marriage Certificate of parents.

II. If an application (under declaration 23) is made after 03 months and within one year of the birth, the father of the child should submit an explanation of the reasons for the delay to the High Commission.

III. When an application (under declaration 23)is made after one year of the birth, the application will be forwarded to the Registrar General in Colombo, before the registration at the High Commission. Applicants are liable to pay a surcharge in addition to the normal fee.


Registration of Marriages:

Eligibility:

  1. At least one of the parties to the marriage should be a citizen of Sri Lanka.

  2. Both parties should not be under 18 years of age

  3. Where a party is below the age of 21, the consent of the father, or in his/her absence the mother, or the guardian (in absence of both parents) is necessary. [Section 22(i) of the Marriage Ordinance.]

  4. Either party should not have been married before

 

Procedures for Registration under normal notice of Marriage and special license

  • If both parties have resided in the country for more than 10 days (Normal Notice)

  • If both parties have resided in the country for more than 4 days (Special License)

Documents to be produced:

  1. Passports of both parties. ( with photocopies of bio page and Singapore visa page)

  2. Original Birth Certificates of both parties and  should be authenticated by the Ministry of Foreign Affairs in Colombo.

  3. Passports of witnesses. ( Two Sri Lankan passport holders)

  4. Certificate for Civil status/ unmarried status of both the parties signed by Grama Niladari and counter signed by Divisional Secretary. This certificate should authenticate by Consular Division of Foreign Ministry of Sri Lanka

  5. Persons who are living overseas should obtain a letter/ certificate in addition to the above (No:4),  stating their civil status/unmarried status from relevant Government authorities.  It should be authenticated from Foreign Ministry in the relevant country and Sri Lankan Embassy or High Commission in the relevant country.  (Persons who live in Germany should provide the certificate of Aptitude for Marriage).

( Affidavits from lawyers are not accepted)

  1. Divorcees should submit a copy with their Divorce Certificate authenticated by the relevant Ministry of Foreign Affairs and Sri Lanka Embassy/ High Commission in that country.

(Notice: Submission of forged documents is  a Punishable Offence and such applications will be rejected)

Notice of Marriage – Parties can select one of the following methods to submit the Notice of Marriage.

1.         If both parties have resided in the Singapore for more than 10 days they can  submit their Notice of Marriage under normal license.

Once the notice of marriage is accepted, official registration will take place after a lapse of 12 clear days from the receipt of the  Notice of Marriage, but within 03 months from such date.

2.         If both parties have resided in Singapore for more than 4 days, they can submit their Notice of Marriage under Special License.

Date of Registration

The date and time for registration will be notified to the party, once the application is processed and accepted by the High Commission.

Registration of Marriages will be conducted strictly on a first come first served basis. The parties are advised to deal directly with the High Commission and not with agents or any other party.

Certified copies of Marriage Certificates will be issued on a subsequent date by the High Commission, if required. Additional copies of the Marriage Certificate could be obtained on payment of the prescribed fees.


Registration of Death:

A death can be registered at the High Commission provided the following conditions are fulfilled:

i. The deceased is a citizen of Sri Lanka, and
ii. The death had occurred in Singapore or in Brunei.

 

Documents required:

  1. Duly filled application form "Declaration of Death".

  2. Passport of the deceased or if the deceased is a minor, the passport of the parent valid at the time of the death.

  3. Death certificate of the deceased issued by the Competent Authority in Singapore or in Brunei.

 

Procedure for Registration of Death:

  1. The application for registration of death should be made to the High Commission within three months of the death.

  2. When an application is made after 03 months and within one year, reason for delay should be submitted in writing to the High Commission.

  3. When an application is made after one year, an explanation addressed to the Registrar General should be forwarded, before such a death is registered at the High Commission.

  4. Certification of Death will be sent to the Consular Division of the Ministry of Foreign Affairs, Colombo.

An applicant should be the nearest relative of the deceased or a relative of the deceased who resides in the country, where the death occurred or the main occupant of the house where the death occurred or the doctor in charge of the hospital/public institution where the death occurred or if there are no such person who takes action to dispose of the deceased by burial, cremation or other means.

If relatives wish to repatriate human remains, it is necessary  to get  relevant certification from this High Commission for Death certificate issued from relevant authorities and other Export certificates.


Repatriations can be done in coordination with the Consular Division of Ministry of Foreign Affairs of Sri Lanka

 


Attestation and Certification of documents:

Attestation or certification of documents can be conducted if following requirements are fulfilled

  1. Certificates/Documents such as Birth, Marriage, Death and Educational issued by the relevant authority should be attested by the Ministry of Foreign Affairs of Sri Lanka

  2. Certificates/Documents issued by Singapore or Brunei should be authenticated by the Ministry of Foreign Affairs of that relevant country.

 

Attestation of Documents by Justice of the Peace (JP)

If a person needs to sign documents such as a Power of Attorney or Affidavits before a JP, this service is available at the High Commission.

In order to obtain the service of a JP, the Identity Card and the Passport should be submitted.


Police clearance/ Security clearance:

Requirements:

  1. Duly completed application in duplicate "Application for Police Clearance of Certificate".

  2. Bank draft  equivalent to the sum of Sri Lanka Rs.1000.00 A/C No. 2026343 payable at Taprobane Branch, Bank of Ceylon, Colombo 01, Sri Lanka.

  3. Sri Lanka National Identity Card, Certificate of Birth, a copy of Passport (Bio page) in duplicate.


Visa:

Tourist Visa

Nationals of countries listed in Schedule "A” may visit Sri Lanka for 30 days without obtaining a visa prior to arrival in Sri Lanka, provided that they are traveling as bona fide tourists with valid passports and travel tickets for their onward journey. Such persons may obtain a visa free of charge on arrival in Sri Lanka. 

Tourists visiting the country for any period exceeding 30 days and nationals of countries other than the countries listed in Schedule 'A' are required to obtain visas and should contact the Sri Lanka High Commission. For further information www.immigration.gov.lk

Requirements:

  • Duly filled visa application/s

  • Letter from the Singapore company/institution

  • Letter from the Sri Lanka company/institution

  • Singapore NRIC, EP/S-Pass/WP

  • A valid passport/s

  • Two passport size photographs

  • Visa fee

  • Flight itinerary

 

Business Visa

Visas are required for persons proceeding to Sri Lanka for purposes such as business, meetings and discussions, lectures, educational assignments, academic research, employment, voluntary work in social service organizations, Diplomatic Missions and other international organizations or to join their spouses in Sri Lanka, should apply for visas at this High Commission, at least one month in advance, along with the following documents:

  • Duly filled visa application/s

  • Two passport size photographs

  • Singapore/Brunei company letter

  • Letter from Sri Lanka company/institution

  • Singapore / Brunei IC/EP/S Pass/WP

  • Confirmed travel itinerary/copy of air ticket

  • Visa Fee

 

Journalist Visa

Requirements:

  • Duly filled visa application form for each member

  • One colour photograph size 3.5 x 4.5 cm for each member

  •  Duly completed Agreement form 

  • Itinerary 

  • Equipment list and Carnet

  •  Letter from organisation requesting visa, encapsulating following details;

  • Details of visit/programme

  • Applicants are encouraged to submit applications two weeks prior to their departure.
    Please note that visa will be provided after the clearance is granted from the Ministry of Foreign Affairs  in Colombo.

 

Multiple Entry Visa

Eligibility:

Businessman
Any foreigner who visits Sri Lanka for the purpose of business promotion, business discussion, consultancy, inspection of quality of goods, installation of foreign purchased equipment etc., on several occasions within a year, may be eligible for a Multiple Entry visa.


Investor
Any foreigner who visits Sri Lanka for the purpose of seeking investment opportunities, inspecting investment in Sri Lanka etc., on several occasions within a year may be eligible for a Multiple Entry visa.

Requirements:

  • Duly filled visa application/s

  • Sponsor letter or any other supportive document/s issued by sponsored institution in Sri Lanka

  • Singapore company/institution letter recommending the issuance of one year multiple entry visa

  • A valid passport/s

  • Two passport size photographs

  • Visa fees
