Issue of Travel documents

Information and instructions to the applicant

Sri Lankans who are residing, working or studying in Singapore or Brunei Darussalam can apply for their Sri Lankan travel documents through the Sri Lanka High Commission in Singapore.

Please note that it is a punishable offence for a person to furnish false information in the application for a travel document and to possess more than one valid travel document at a time.

Please note the following when completing the application:

  • Enter your latest passport number.
  • Produce a Police Report if your passport is lost or stolen. Keep this space blank if you are applying for the first time.
  • Enter your National Identity card number issued by the Commissioner for Registration of Persons.
  • In columns (6) (7) (11)(12)(13)(20) please indicate the information most appropriate to you by ticking the relevant cage. Please do not mark more than one cage for a single question.
  • In column 4 write your surname using one cage for each letter.
  • In column 5 write the names other than your surname. Leave a space of one cage between names.
  • Maiden name is required only if a female applicant needs to use the surname of her husband.
  • Write your permanent address in Sri Lanka.
  • Write your profession or occupation and attach documents in proof.
  • Give the height of the applicant in centimeters If applicable give any visible marks such as scars, moles, etc.
  • In column (16)(17)(18) information should be given according to the Birth Certificate
  • In column (19) enter only the number of children to be included in the new travel document (if applicable).
  • Forward a duly completed form "C" and colour photographs of children in addition to the documents mentioned below. Enter "Nil" if there are no children to be included.

    The Documents required:

The following original documents together with photocopies should be produced with the application. (Originals will be returned after necessary action).

  • Birth Certificate Photocopies of inner cover pages of your current travel document, which gives the basic data of the passport holder.
  • National Identity card issued by the Commissioner for Registration of Persons.
  • If citizen by registration, the Citizenship Certificate.
  • Marriage certificate (if relevant).
  • If a Permanent Resident, Identity card issued by the Singapore Immigration or Registration/employment pass /dependent pass /work permit.
  • Three passport size (4.5c.m.x 3.5c.m.) colour photographs.
  • (It is absolutely necessary that the application be handed over in person by the applicant).
    Application could be handed over to the Sir Lanka high Commission between 9.00 a.m. and 1.00 p.m.

Singapore passport holders traveling to Sri Lanka as bona fide tourists for less than 30 days do not require obtaining visa. They will be issued an entry visa on arrival.

Business visas

An application for a visa must made at least one week before the date of intended travel.

An applicant must submit the following for the issue of a visa.

  • Two photographs (4.5c.m. x 3.5c.m.)
  • Copies of PR identity card/employment pass/dependent pass or work permit.
  • Singapore passport holders are not required to submit Identity card
  • Letter of introduction from the company/ organization of the applicant
  • Return air ticket/Travel itinerary


Multiple entry visa for Business Personnel & Investors

The High Commission will issue multiple entry visa for a maximum period of 03 to 06 months. The sole discretion to issue such visa will be with the High Commission and the decision will be made on a case-by-case basis.

Criteria of issue
Multiple entry visas will be strictly confined to bona fide businessmen and to investors supported by following documentary proof.

Documents to be submitted:

  • Application for visa
  • Two passport size photographs
  • Return air ticket or travel itinerary
  • Letter of invitation from the Singapore Company and the Sri Lankan Company or Recommendation letter from one of the following organizations:
  • Singapore international chamber of commerce
  • Singapore Chinese Chamber of Commerce & Industry
    · Singapore Indian Chamber of Commerce and Industry
    · Singapore Federation of Chamber of Commerce & Industry
    · Singapore Malay Chamber of Commerce & Industry
    · Singapore Sri Lanka Business Association

Fees
Treble the quantum of fee recoverable for a single entry visa and Government Tax of $S 228.00 will be charged for a multiple entry visa.

Transit visa
An application for transit visa should be made well in advance of the date of travel.

An applicant may be required to submit two copies of passport size photographs.

Fee for the transit visa is charged on a reciprocal basis.

Tourist visa
Nationals of the other countries residing in Singapore may kindly check the visa requirements with the High Commission. It may be noted that visa fees are charged on a reciprocal basis.

REGISTRATION OF BIRTHS, MARRIAGES AND DEATHS

The High Commission also performs the functions delegated by the Registrar General. They are:

Registration of Births:

What births can be registered?

  • The father of the child should be a citizen of Sri Lanka at the time of the birth of the child.
  • The birth must have been taken place in Singapore or Brunei.

Procedure of Registration

I. Application for registration should be made to this High Commission within 3 months of the birth. The following documents should be forwarded.

  • An application for registration of births under the Births and registration Act No. 17 of 1951 as amended in declaration form at annex A (will be online soon) if birth is registered within 3 months
  • If the father of the child is a citizen by Registration, Citizenship form as per Ceylon Citizenship act No. 18 of 1948 as at annex B (will be online soon)
  • Declaration of the citizenship of the father
  • Original Birth certificate of the child issued by the competent authority in Singapore or Brunei.
  • Passports of parents.
  • Original birth certificates of parents.
  • Original marriage certificate of parents.

II. If an application is made after 03 months and within one year of the birth, the father of the child should submit an explanation explaining the reason for the delay to the High Commission. The application form is attached in annex C (will be online soon).

III. When an application is made after one year of the birth, the application will be forwarded to the Registrar General in Colombo, before the registration at the High Commission.

Registration of Marriages

1. To register a marriage the following conditions must be satisfied:

i. At least one of the parties to the marriage should be a citizen of Sri Lanka.

ii. Both parties should not be within the prohibited age of marriage under Section 15 of the General Marriage Ordinance. Therefore,

iii. Where a party is below the age of 21, the consent of the father, or in his/her absence the mother, or the guardian (in the absence of both parents) is necessary. {Section 22 (i) of the Marriage Ordinance}.

iv. Either party should not have been married early.


2. Marriages that fall under the prohibited degrees of relationship

The parties to the marriage should not fall within the prohibited degrees of relationship as set out in section 16 of the General Marriage Ordinance.

Procedures for Registration under normal notice of Marriage and special license

· If both parties have resided in the country for more than 10 days (Normal Notice)
· If both parties have resided in the country for more than 4 day (Special License)


Documents to be produced

  • Passports of both parties.
  • Original Birth Certificates of both parties and same should be authenticated by the Ministry of Foreign Affairs in Colombo.
  • Passports of witnesses.
  • Authentic documentary evidence will have to be produced to the High Commission that the parties to a marriage have not contracted a marriage earlier and that they are eligible to get married.
  • An affidavit declaring that he/she is not married in Sri Lanka, Singapore or anywhere else or married and divorced.
  • If one party is a resident of Singapore, a declaration made in the presence of the relevant authority in Singapore in regard to his /her civil states and the declaration should have the authentication by the foreign Ministry of the Republic of Singapore.
  • A certificate from the relevant authority of the country of residence stating that he/she has not relevant in matrimony in that country. It is necessary to have the document authenticated by the Foreign Ministry of that country or by that country's High Commission /Embassy in the Republic of Singapore.
  • Copies of the relevant pages of the passports of the parties to the marriage to indicate the date of arrival in Singapore.

Notice of Marriage

Either party who has resided in Singapore for 4 days immediately prior to the date, on which the application for the notice of marriage is given, can give the notice of marriage.

Once the notice of marriage is accepted, the party can obtain a certificate from the High Commission stating that the notice of Marriage has been handed over to the High Commission and that the official registration will take place after the laps of 12 clear days from the receipt of the said Notice of Marriage but within 03 months from such date. This certificate is issued without any commitment on the part of the High Commission only for the purpose of going through temple /Church ceremonies. This clause is not applicable when the registration of marriage is done under special license.


Date of registration

The date and time for registration will be notified to the party once the application is processed and accepted by the High Commission.

The Marriage registration will be done only on Mondays and Thursdays after 2.00 p.m. The High Commission does not solemnize more than 2 marriages per day. Certified copies of marriage Certificates will be issued on a subsequent date by the High Commission if required. Additional copies of the marriage certificate could be obtained on payment of the prescribed fees.


Registration of marriages will be done strictly on a first come first served basis. The parties to a marriage are advised to deal direct with the High Commission.

Registration of Death

Whose deaths can be registered?

A death can be registered at the High Commission provided the following conditions are satisfied:

i. The deceased is a citizen of Sri Lanka, and
ii. The death had occurred in Singapore or Brunei

Documents required:

  • Passport of the deceased or if the deceased is a minor the passport of the parent valid at the time of the death is adequate evidence of his citizenship.
  • Death certificate of the deceased issued by the competent authority in Singapore or Brunei
  • The duly filled application form as annex D (will be online soon).

Procedure for Registration of Death

  • The application for registration of death should be made to the High Commission within three months of the death.
  • When an application is made after 03 months and within one year, an explanation should be made explaining the delay to the High Commission.
  • When an application is made after one year, an explanation addressed to the registrar general should be forwarded, before such a death is registered at the High Commission.

An applicant should be the nearest relative of the deceased or a relative of the deceased who resides in the country where the death is occurred or the main occupant of the house where the death is occurred or the doctor in charge of the hospital/public institution where the death is occurred or if there are no such person who takes action to dispose of the deceased by burial, cremation or other means.

Functions of a Justice of the Peace

In accordance with the provisions of Section 4 of the Consular Functions Act No. 04 of 1981, the High Commission performs the following three principle functions of a Justice of the Peace.

i. Attestation of any official document, which is required to be attested by a Justice of the Peace.
ii Sworn affidavit
iii. Administration of an Oath or an Affirmation

i. Attestation of Official Documents

There are several official documents issued to Sri Lankan nationals or foreign nationals having transactions with any agencies or persons in Sri Lanka, e.g. declaration of assets form, pension form, shipping documents, etc. which require that they be signed before a Justice of the Peace. Such documents could be attested at the High Commission and the applicant should sign the documents in the presence of a diplomatic officer of the High Commission. The applicant should be able to prove his/her identity by producing valid documents such as passport etc. before signing the document. In case of a foreign national, he/she should also prove his/her identity in the similar manner.


ii Sworn Affidavit

An affidavit may be for the purpose of:

a. Submitting to a Court of Law in Sri Lanka; or
b. In support of a statement of fact made in a document addressed to a government agency or other body or person.

a. Affidavit for submission to Court in Sri Lanka

Where an affidavit is required for submission to a Court of Law in Sri Lanka, the applicant should obtain the affidavit from his/her lawyers in Sri Lanka and bring such affidavits to the High Commission.

b. Affidavit in support of Statement of Facts

The applicant may submit to the High Commission an affidavit in support of a statement of facts. The necessary forms with regard the affidavit can be obtained from the High Commission.

iii. Administration of an Oath or Affirmation:

The form of the oath would necessarily differ according to the purpose for which the oath is being taken. Therefore, instructions could be obtained from the Consular Section of the High Commission.
